Chelles is a commune in the Seine et Marne department, in the Île de France region. It is part of the Paris conurbation, 18 km east of the capital. Chelles had a population of 55,154 in 2019, covering an area of 15.90 km², with a density of 3,469 inhabitants per square kilometer. 40% of the commune, or 650 hectares, is taken up by green and natural spaces. These include the banks of the river Marne, which are developed for walkers and lead to the Nogent-sur-Marne leisure park to the west and the Vaires-Torcy leisure island to the east. The 10-hectare Bois des Coudreaux also features a fitness trail and playground. The Parc du Moulin is also popular, with its 2,000 m² playground and mini-golf course.

The most ambitious project for the town of Chelles was selected in 2019 as part of the second edition of the "Inventons la métropole du Grand Paris" (IMGP2) call for projects. It concerns the site, which is partly made up of industrial wasteland and is due to be transformed into a new living space by 2027. It includes a real estate program with "demanding architectural criteria", as well as local public services.
