Issy les Moulineaux is a commune in the Hauts de Seine department, in the Île de France region. It borders Paris, to the southwest of the capital, on the left bank of the Seine. The town covers an area of 4.25 km². Its population in 2019 was 67,981, representing a density of 15,996 inhabitants per square kilometer. The commune is divided into seven major districts: Les Varennes, Centre-ville, Les Hauts d'Issy, Les Épinettes, La Ferme, Val de Seine and Les Îles, themselves divided into 18 blocks.

The city's third eco-neighborhood, following on from Fort d'Issy and Bords de Seine, was built on the site of the former Centre national d'études des télécommunications (CNET), following the departure of Orange's research and development center.
