Saint Ouen sur Seine - more simply called Saint Ouen - is a commune in the Seine Saint Denis department, in the Île de France region. It lies on the right bank of the Seine and borders Paris to the north. Since 2018, it has been home to the headquarters of the Île-de-France regional council. The city covers an area of 4.31 km². With a population of 50,697, its density is 11,763 inhabitants per square kilometer. Saint Ouen boasts 116 hectares of green and wooded areas, including 20 municipal parks of over 3,000 m² that are landscaped and open to the public. Among these natural and protected areas is the Coulée verte de Saint-Ouen l'Aumône, a continuous footpath running from the banks of the Oise to Liesse.
Saint Ouen has 731 condominiums, over half of which (396) have 11 to 49 lots. Of these, 416 are managed by professional syndicates, compared with 51 by non-professional syndicates. The commune already had 316 condominiums before 1949. The rate of construction then fell steadily until 2000. It has since picked up again, reaching 80 condominiums since 2011.
The Vieux Saint Ouen district, located in the north-west of the commune, has a population of over 7,000 and covers 31 hectares. The area is made up of large housing estates and small pre-war buildings. Located close to major projects such as the future Paris 2024 Olympic and Paralympic Village and the ZAC des Docks, the district is in need of renovation. The project involves the refurbishment of over 900 homes at a cost of €160 million, as well as the general improvement of public spaces: widening of the sidewalks on rue Saint Denis, repair of roadways, renovation of the market, school facilities, sports facilities and early childhood facilities.
Co-property charges in Saint Ouen average €29 per m2 per year, or around €1,403 per annum.
