Villiers sur Marne is a commune in the Val de Marne department, in the Île de France region. It is located some fifteen kilometers from Paris. With a population of 28,895 in 2019 and a surface area of 4.33 km², its density is 6,673 inhabitants per square kilometer. The city boasts 190 hectares of green spaces, including several parks (Parc du Bois-Saint-Denis, Parc Paul Cézanne, Parc de la Mairie and Parc Friedberg), as well as various squares and gardens.

Villiers sur Marne is planning to develop a ZAC (mixed development zone) called ZAC Marne Europe. To prepare the site for construction, the site near the future Bry Villiers Champigny railway station and the A4 freeway is currently being cleared of pollutants. This is one of the most ambitious projects in the Val de Marne department. It involves the creation of an 11-hectare mixed-use district. Within this ZAC, one area will be dedicated to an eco-district called Balcon sur Paris, developed by Compagnie de Phalsbourg. It takes its name from the site's configuration, a sort of belvedere overlooking the capital and the Marne. The project will see the construction of 670 housing units, hotels, offices, shops and a 2-hectare metropolitan garden.
